You can use the scissors with a minimum torque of 0,90 Nm which corresponds to approximately 6.000 rpm on a 23cc brushcutter, anyway consider that the scissors do not need much torque, in fact the ideal use of a brushcutter with this accessory is between 25cc to 33cc.
